But you've already said no to Ninetails, anyway since you haven't said yes or no to these i'm guessing Cacnea and Cacturne.
Might as well chuck in Flareon and Groudon as some new guesses

I found a Pokemon card called fire fox but I am not certain if that was a joke. my other idea even though I don't think it is a fox is entei.

My clue is:
It is said that this pokemon's fire burns hotter the more experienced it is in harsh battles.
But I was kind of expecting some body to simply google search the terms
desert fox or maybe fox pokemon.
oh well never mind.

and I did search both of thoose and the main images that came up for me is Vulipix and Ninetails.
