You got it. There has to be at least 1 Harpie Lady / Zombie in the Graveyard for you to use either effect. Of course you could summon the card you discarded for the cost if you wished, but there has to be something there initially.
Because this is a children's card game and the target demographic they go for are the younger players who would love to get a Rainbow Dragon. Ironic that both versions are Secret Rares. Kinda like Jinzo/Tinzo from back in the day. See? There's precedence for this kind of action too.

It would negate Flip Effects as long as the monster is still face up on the field. So if it's flipped up by battle, then yes it would be negated. But if you flip it up manually and then chain Book of Moon to flip it back face down, you would get the effect (again, just like Skill Drain).

Actually, the effect also ends if you pick up a monster that can be normal summoned but cannot be special summoned (such as a Spirit Monster, Gilford the Legend, Victory Dragon, etc.) in which case everything is sent to the Graveyard.
