You got it. There has to be at least 1 Harpie Lady / Zombie in the Graveyard for you to use either effect. Of course you could summon the card you discarded for the cost if you wished, but there has to be something there initially.

They are sent to the GY as S/T cards (which is why you can use them to summon Hamon, Lord of Striking Thunder).

Actually, the effect also ends if you pick up a monster that can be normal summoned but cannot be special summoned (such as a Spirit Monster, Gilford the Legend, Victory Dragon, etc.) in which case everything is sent to the Graveyard.

Yes, if you want to be technical it negates the effect of any face up card that has the text [EFFECT] printed on it.
