If you set a Fusilier then flip summon him his attack stays at 1400 it does not return to 2800. A face up Fusilier that has been summoned using its effect then is flipped face down will return to its normal attack and defence when flip back up.
If you are playing Unions 2 other good cards to help them out is Roll Out which lets you equip a Union in the graveyard the correct monster on the field. Also Front Line Base lets you special summon a lvl 4 Union monster from your hand which can help if you are planning to run VtoZ deck.

Grave Lure might be a better card for slowing your opponates draws then Drop Off. Since Drop Off discards the card they just drew from the hand it will activate the Dark World monster's effect.
