Tributing for a Ritual Summon is NOT a cost. If you have a 1 star monster, you would be able to Tribute it for Relinquished.

"If Banisher of the Light" is in play, you cannot send "Horus the Black Flame Dragon LV 4" to the Graveyard, so you cannot activate its effect.
Basically, 'send to the graveyard' as part of an effect can translate as 'Get this card off the field'. 'Send to the Graveyard' as a cost to pay for an effect means 'No, really, send this card to the Graveyard.'
For further clarification on this, look at the ruling for Emergency Provisions. Specifically:
