Royal Decree negates Bottomless Trap Hole in this case. But if you want to be sure that your opponent doesn't chain another Bottomless to your decree, you should better activate it before the summon, just in case ;)

It isn't banned in the OCG, and it has been there for years (I believe since Kaiba Structure Deck 2), so I don't think it will be banned here, unless we get a different list than Japan (and that's only 1 at most, because of the World Championship)...
