If I activate bark of dark ruler (its text says it must be activated during the damage step) does that mean that my opponent cant activate a chain like waboku or something like that ?

Unless it specifically states it can be activated in the damage step a Quick-Play spell or trap that does not modify attack or defense cannot be activated.

Just to reiterate what he's saying, he means that Waboku can not be activated during the damage step.
