question: it loose the timming of activation if i tribute him for a monarch?

You can get a card from Dupe Frog's effect after you tribute it for a monarch.

If you Tribute "Dupe Frog" for a Tribute Summon, then you miss the timing. It's the same as:

If "Peten the Dark Clown" is Tributed for a Tribute Summon, the last thing that happened was that a monster was Summoned, so the effect of "Peten" does not activate.​

I thought it would work the same as tributing Sangan for a monarch.

Sangan doesn't say "you can". The only way Sangan won't give you a monster is if there are none left in your Deck (with 1500 ATK or less).
