[JCP-YGO] Tempest Magician - Placement of Spell Counters

Can I place a Spell Counter on any monster I like (that I control) with "Tempest Magician", or must it be a monster that is able to hold Spell Counters (i.e. "Magical Marionette")?

I assume the latter (even though it doesn't have the text "that you can put a Spell Counter on" like "Pitch-Black Power Stone"), but I want to be sure.
