Does the "equipping" of a monster to Thousand Eyes Restrict constitute
"taking control" of that monster, and therefore Mataza the Zapper cannot be
equipped to TER?

Answer:
"Mataza the Zapper"'s effect of "control of this card cannot switch" is identical to the effect that "Blindly Loyal Goblin" has.
"Blindly Loyal Goblin"'s rulings on UDE's Specific Card Questions and Answers page say that it cannot be targeted by the effect of "Relinquished" or "Thousand-Eyes Restrict," and the same is true of "Mataza the Zapper."
