Need Help

I need some help building a deck. What type you ask? Well, I would like the deck to destroy spell and traps, negate the effects of monsters, and that it could be a Spellcaster deck. I want it to include, if not all, the cards that I like it to have:

Horus the Black Flame Dragon LV8
Sacred Phoenix of Nephthys
Sorcerer of Dark Magic
Royal Decree

For now, I only have the three levels of Horus. The rest I might have to buy/trade.

Ya, Spell / Trap control is cool.

The way I figure it, there are basically three typed of Spell / Trap control: Mobius - Cold Wave - Sonic Jammer etc, Horus - Decree, and Anti-Spell fragrane - Giant Trunade - doppleganger.

Judgin by your list, I'm assuming you want Horus out of those three. You'll need 2 Horus LV8, 2 LV6, and 2 or 3 LV4. A pair of Level Up!s, a pair of Reloads, and three decrees to make it work. From there, you can go wherever you want. Some people incorporate horus into their dragon decks. Others use Fire decks. Then again, some just splash it into an aggro - control deck. Whatever you want to do.

That's looks close enough to what I may need. Any more suggestions are greatly appreciated.

Lots of parameters here, lets see I recommend:

Horus control with an apprentice line to fetch your phoenix for some field presence and spell negation as well as some thinning.
Trip decrees with call and torrential (maybe) as your 2 other traps
As for effect negation, I dunno how you want to go about it but you could try some hardcore dimension magic with your apprentices/old vindictives.

I suggest you scrap Sorceror cause its hard enough to field in a deck built for it let alone splashed into horus and phoenix. It would really disrupt your deck flow, horus with apprentice is manageable. If you want Benjamin has pretty much laid it out for you except I recommend king of swamps in place of busters.
