Negate Attack

Is Negate Attack a chainable card when the opponent plays Giant Trunade, Heavy Storm or another card effect that destroys S/T cards? Is the effect chainable much like Waboku to stop the opponent from attacking or can it only be activated at the time the opponent actually declares an attack?

I hope this is only for illustration... wouldn't Royal Decree negate Negate Attack?
No. "Royal Decree" has not resolved yet. Any traps activated in the chain AFTER "Royal Decree" was activated will still resolve as normal. "Royal Decree" will only negate those traps that attempt to resolve AFTER it has successfully resolved to the field.

Try resolving it... last link first:

1) Negate Attack... hey that resolves negating the attack and ending the Battle Phase

2) Royal Decree... ah... now is when we'll shut down trap cards.

3) Sakuretsu Armor... fizzle because of the Decree

And that is your illustration.

A natural exception that doesn not need to be mentioned because the word "chained" excludes counter traps that aren't in a chain to the event they are trying to negate, that rule cannot be applied to them

But that would be inconsistant:

Player A Declares Attack.
Player A activates uses priority to activate Magician's Cicle
Player B activates chains Sakuretsu Armor
Player B:

Now what explanation is their why player can activate Negate Attack there, but cannot activate SOlemn Judgment to deal with the spellcaster problem? How can the situation be that the counter trap is too late to negate one thing, yet can negate something even earlier?

There is actually a way to get around this problem. You negate Magician's Circle with Solemn Jugement then when that chain has ended activated Sak Armor in a new chain.

Except, what you propose is not possible. The timing for "Sakuretsu Armor" is no longer correct since the last thing to have happened was not the Attack Declaration, but the resolution of "Solemn Judgment".

Stack or chain, they would need to make attacks part of the chain. VS is still a chain, but works the same way as Magic's stack.

It is called a chain but that is all if has in common with Yugioh. You get to respond to each effect added to it and when each effect resolves. I may actuallY try this out in Yugioh. Just to see if it would make the game better.
