Checking rulings before a move.

May a player check a ruling during a duel ,before he makes a play at any point in a duel? The other player may accuse him of unnecessarily stalling. Should a judge verify that he is not stalling, as well as verify that the ruling is correct? (When i say check a ruling, I mean the player consults their own file of rulings printed from the UDE website or something along those lines)
