[Player Management] Database of PM Calls?

Many calls made ina game are PM calls. The problem with these is that they are sometimes so difficult to make.

At local levels, most judges don't even know the exact right call to make and how to solve the problem. I wonder how many judges know how to "card-count" in WoW. It is a fairly easy to use tactic and quickly tells you how many resources a player can have and how many turns have passed.

Small details like those are nowhere explained, mainly because they simply are not as important in a guidelines (if they even belong there). Those small tips and tricks do speed up the rulemaking and assist in making things easier. If we could bundle all those in 1 file (or an online database) we would get a great look on things.

One could argue that these forums are a great database, but they also hold a lot of repetitive and side-tracked information. It is also not really sorted and the likes.

So my question to UD and all judges on these forums, could we all work together and throw something together? Or do you feel having something like that might actually be bad for the judges? (since there is a risk less investigation will be done)
