Deck Swap in Sneak Previews.

Before everyone starts pointing out that there are other threads discussing this matter,let me say that none covers what I want to know.
So with that out of the way,here is the question.
The sneak preview here in Greece hasn't taken place yet,and will either take place this or the next weekend.With that in mind should the TO's do deck swaps?
I ask that,because even though Alex's answer is that a deck swap shouldn't happen in Yugioh,since the sneak previews,are the only sealed pack tournaments held,anyone with a credit card,could have bought any card he wanted from ebay,and use it as if he pulled it out of a booster.
Furthermore,since the number of rares-supers-ultras etc. isn't fixed anymore,since one could pull a rare and an ultra on one pack,the person putting in cards,could simply claim to have opened all 5 ultras he has in his deck.
This to me,is unsportmanship-cheating,but there is no way to prove it,or prevent it,other than deck swaps.
