Double game loss on game 3?

Hey guys here's a funny situation that happened:
Player A won game 1
Player B won game 2
As the players started game 3, Player A noticed that he forgot to shuffle his graveyard back into his deck. Usually, this is a Procedural Error - Major (Penalty: Game Loss). When I (the judge) was called over to see what happened, I noticed that Player B had also not shuffled his Graveyard into his side deck. How do I handle this? Issue both players a game loss, causing the match to be a draw? Or do they both just lose the match?
