Double Sleeving

Got a question that was asked to me by a player. I have looked throughout the forums and the policy documents, I can't really find the answer that I am looking for.
Some of my local players who come here to play don't really have money to buy sleeves for the cards they want to play. So, they are asking weither they can double sleeve their good card sleeves under bigger ones, so that they can not only protect their cards, but their card sleeves that they want to use at Regionals.
Can the local players at the local card shops double sleeve their cards?
