Face-down Fusion Deck training in local versus regional

I started last night training at least one of my local players that I would not allow fusion decks to be played face-up.
If I tell them once, twice, etc. at the local (Procedural Error - Minor) what would you do with repeated offenses?
These are what I am currently inclined to do with "pro" players.
With inexperienced players who may not know the rules, hopefully one warning will suffice.
1) repeated offenses in the same event => Games Loss (not following instructions of tournament official)
2) another offense at subsequent local event, start fresh with Warning or start with Game Loss?
3) warned at local, first offense at regional Game Loss?
