Foreign cards and proxies

This is one area I'm become quite confused with recently. It's never really seemed like a problem, but it seems like more players are choosing to collect foreign cards, i.e. german, japanese, spanish, french, etc.
Now in the past I've always been under the impression and I guess assumption that foreign cards are not allowed in tournaments. At a recent event that I was not judging I noticed someone playing a german card, after pointing it out to one of the judges they told me it was allowed.
I'm assuming that I may have been wrong in my past interpretation of this rule, but I would think allowing foreign cards could cause problems, epecially if the player did not have an english copy on their person.
The second thing I was having trouble with was as to my knowledge proxies are not allowed in tournaments, however I had a player claim that proxies were allowed for high valued cards provided you carried the card with you, in this specific situation he was refering to proxying a crush card.
In the past I had never heard of a rule regarding the allowing of proxies if the card's price value is a certain amount or more, perhaps someone could shed some light on this for me.
