He's too good!

That's right, he's just too good. Time for another discussion. This is something that seems to happen in almost every game I've played, and tends to come up sooner or later, moreso in smaller tournametns then larger ones. That one player who constantly wins every week and spreads despair amoung the other players. Eventually you start noticing lower attentendance, people drop shortly after he enters, rumors of going to a different store if he keeps coming start to reach your ears. So now what?
Well, you could talk to that player...and he laughs and states he has no intention of not entering or toning things down. Maybe change prize distribution, he still keeps entering. Try having multiple tournaments, sanctioned and a more casual unsanctioned. He enters both. You try having both tournaments the same time, since he can't be in both. He enters sanctioned, no one else wants to, and no one wants to enter unsanctioned because they won't earn any points. Maybe teach the players better decks and strategies, but they want a more casual environment. You talk to the store owner, they don't want to get involved.
So the question is, what now? You can't ban players from entering because they're too good. Your players want a more casual environment, but no matter what, this player seems bent on ruining that. So what, if anything can we do?
