How long can a player take?

The new YGO Cyber Valley Decks have the first player taking as much as 11 minutes in their first turn. This is composed of both deciding plays and actually performing the plays.
Tournament Penalty Guidelines say that a player can recieve a warning for excessively slow play but when is this given? When this warning is given, does the player still get to finish his first turn? Does it matter that the player is thinking between actual card plays or not?

Yeah, I have to agree that this isn't slow play. This is play that takes longer then usual, but that's not the definition of slow play. Slow play is when a player takes longer then normal to do something in game. But if he's playing the steps at a reasonable pace, and it's a function that just takes longer then normal, he's not responsible for the reduced pace. It's part of the game.
