How many is too many?

At a recent Shonen Jump I heard a call made that I was hoping to get some clarification on for my own personal information. One player had 5 card in their hand, the other had 8 cards in their hand. The 5-card player called for a judge at the beginning of his turn and stated that his opponent had 8 cards in their hand. The judge basically ruled that it was unintentional, didn't change the game-play and allowed the player to keep all 8 cards.
Is this the right way to handle that?! I see 8 cards in someones hand being a huge game-play issue, personally, and wondered how others of you would have judged this situation?
