How to get a tournament sanctioned?

Hi,
I just recently became a lv1 yugioh judge and player managament. The guy who runs my local tournament wants to become a tournament organizer and get the tournament sanctioned. How exactly do u go about that? Sorry if this is the wrong place for this, i wasn't sure. Thanks
