Need Help: Can a Non Hobby Store get the Yu-Gi-Oh! Hobby League Kits?

I hold tourneys at a restaurant and some of the players have been asking if a Non Hobby Store can get the Hobby League kits so they can get the Parrallel Cards.
I told them I do not think so but I would ask any way
I talk to other T.O.s and Judges that have say also they do not believe they can
