Paired against a No Show???

To start things off, I'm from Panamá the country not the city in florida (just in case).
This last weekend may 4 was our national championship. Everybody gave their decklists and the PTO paired the first round.
There were 4 or more players that were paired against players that had qualifed for the championship but didn't went to play the tournament. Worse of all the entire staff knew that my opponent woudln't play the national tournament.
My question is.. is it legal to register someone to a tournament even if they are not there. I guess the correct way of doing things is registering only the qualified players that arrive at the tournament site and present their decklists at registration.
Worse of all some players arrived at the end of the first round and because every qualified player was included for the pairings of the tournament they didn't get a loss for the first round because of the correct tardiness penality instead giving them a regular loss for not being on the table 10 minutes after the start of the round.
Again is it ok to place a quialifed national championship player in the tournament even if the player has not arrived at the tournament site, the player has not registered or presented his decklist o worse of all told everybody in the staff that he would not be playing that day.
