Physical Disability Vs. Tournament Policy

We had a husband and wife who came to the local tourney toplay. The husband played in the tournament and the wife did not. During thetournament the wife was talking to the tournament staff and said the reasonthat she did not play was because she is missing some fingers on both hands(birth defect) and was afraid that she could not shuffle at the 30 second / 2minute time limit given in UDE policy.
How should judges handle the situation? I would say we should try to accommodatepeople with disabilities. The spirit of the policy, as I see it, was written to discourage stallingand cheating, not to alienate people with handicaps. But the letter of the policy is different.
