Play Mats issue

With the release of cards that rely on card playment in relation to other cards, ie Rampaging Rhynos, Blasting Fuse, Storm Shooter and Alien Infiltrator, it is necessary to ensure where cards are placed on both sides of the field.
The last time I checked, the rules do not require a player to use a play mat with card zones.
If a player brings a spare one and requests his opponent to use it, can the opponent refuse? If play progresses with one player not using a mat and cards do not line up and a dispute arises as to which card is in which column, back row not lined up with front row cards.. how do we resolve this? I know that if a player tries to shift their cards(just to keep their field clearer), that that is not legal and can be delt with. Is there anything in the works for the next version of the rulebook that will "require" players to use a mat with deck zones?
