Prestaking or good sportmanship

This came up today in round 1 of a toruney I told the players I was not going to give any penaltys on this as I was not sure what would the penalty be
Player A split the 5 Exodia cards and placed them in differnt part of the deck before suffling his deck
Player B says that is staking and gives player A an advange
I looked over it and talk to both players and Player A says he does this to keep it fair as if is not fair if all 5 exodia card come up to gether it would look like he staked them to geter to get an advange splits them to make the playing feild level
I talk to Player B and asked him were he gets it is staking and giveing player A an advage he say it might not be advange it is still staking and therefor Cheating
I looked and all I can find is • A player in the Yu-Gi-Oh! TCG pre-sets his deck while side decking and does not sufficiently randomize his deck before presenting it to his opponent.
Now Player A does Randmize his deck before he gave it to his opponent but
Player B say it is still Pre-seting the deck
I was wondering should a Penalty be given to Player A for this or should this be allowed
