Questions about a UDE Tourney

Today a question came up by one of our reg players
Can a Head Judge say some one is their T.O. but have them self listed as the T.O. on the ude website
Lets say C is the head judge and the T.O. of the toruney listed on UDE
But at the toruney C says to the other players at the toruney some one else is the T.O.
Also When Manties is not being used can the Head Judge let some one else do all the pairing and help them out that is not a judge or any staff of that toruney
This happen to one of our reg player in the past and was wondering if this is legal or not
Also can a player ask a judge of the tourney to prove they are a legal UDE Judge or even ask the T.O. if they are a legal T.O. of the torueny
Finaly
Player A ask Player B to help him with his deck Player B Tells player A that because he is not on his (Player B's) team that he (Player B) will not help Player A out
Would this be counsider Unspotsman Like Condunt or not
