John's post in this thread got me thinking about repeat offenses and I didn't want to hijack that thread which had already been answered.

The penalty guidelines state "If a player commits multiple infractions of the same type during the course of a game or, where appropriate, during the course of a tournament, the penalty for each subsequent infraction should be upgraded to the next step."

So, my question is, does it simply have to be the same infraction (i.e Procedural Error - Minor) or does it have to be for the exact same action (i.e. playing Trophy Kill on an ally with cost 3)?

This would seem to be an issue mainly for Procedural Errors as that category covers an almost unlimited number of incorrect actions. So, if the player makes multiple PEs but for different actions each time, do we upgrade it or not? If not, is there some point at which you would draw the line and say that the cumulative errors do eventaully warrant an upgrade?

In my opinion, you would not upgrade the penalty unless it is for the same action. But, if they have so many illegal actions, eventually I would start assigning Slow Play penalties because the player is unintentionally causing a delay in the game by making so many mistakes. Then, I would upgrade those infractions.
