Seald Formats and using side deck.

this situation happend a few weeks ago at a duelist genesis (ygo) release.

Player A's deck has exactly 20 cards, his side deck has 25.

after losing game 1 (he was decked out), he decides to use his side deck, but this time, after starting game 2, his deck has 26 cards and his side deck 19. The TO allowed this situation and Player A won the match.

Player A claims that UDE documents talk about Constructed Format side decks (0 or 15 cards), but they never mention anything about Sealed Format.

Personaly, i think that was an illegal move, because, after you use your side deck, it must contain exactly the same number of cards it had before you used it.
