Side Deck Confusion

I remember when the changes for Synchro Monsters and Extra Decks were changed in August 2008, that the OCG rule on the side deck of being up to 15 cards instead of exactly 15 cards was not brought into the TCG.
This is still the case according to the Latest Yu-Gi-Oh! TCG Policies available from the UDE Forums File Section on this site.
Does this mean that the Official Rulebook Version 7.0 included in the Structure Deck Zombie World is incorrect, as it refers to a Side Deck of 0 to 15 cards (the same annotation as used for the Extra Deck).
Your help in clearing up this confusion would be greatly appreciated.
