stalling or not?

If a player is playing a deck based on Self-Destruct Button, with the intention to keep resetting the game till just before time is called and then siding in a bunch of burn cards to be able to inflict damage and win at end of match, is that a legal deck strategy?
Some others and I are aruging over this. One side says yes, if he is not playing in a slow tempo, as all of the cards are legal. The other side says it is not a legal deck strategy as the deck itself has no win option.
We then get into an argument over what defines a legal win condition - does adding in 1 copy of Final Countdown count as a legal win condition?
