Swearing: cussing vs blaspheming

As written in Penality Guidelines, "Depending on theaudience of the tournament, the head judge may wish to be more or less lenientwhen it comes to swearing. At a junior event, penalties should be enforced forswearing, but at an event with all adults, the judge has freedom to enforcepenalties based on the age of the players present."
Now, I actually have a problem with the interpretation of the verb "to swear", since it means both "to cuss" and "to blaspheme".
IMHO, if I'm to head-judge an official event, while cussing deserves a warning (at least at "non-adult events", § P-30), blaspheming deserves *at least* a Game-loss penality, no matter what is the audience.
Am I wrong? How are we supposed to menage situations like those?
