"Tutor" Question

Would playing a "Elemental Hero Stratos" onto the field (as in showing intent to normal summon it if the foe has no response to you "Tutoring" Elemental Hero Stratos via the effects of say "E - Emergency Call" or "Reinforcement of the Army") illegal?
IE: I play Reinforcement of the Army, and put Stratos onto the monster zone. I ask if my opponent has any chains from between the "tutoring" and the summon.
