UDE Membership Card

Hi,
I have a close friend in internet that learned to play WoW TCG together with me. He's now a big fan of WoW TCG, and already got a playgroup in his city. He want be a TO and run sanctioned tournaments in his city, but he don't have the UDE Membership Card and i don't know a Specialist member in his state (almost sure don't have one there) or a UDE Representative here in Brazil, i knew some years ago when YuGiOh arrived here. Is difficult and expensive for him travel to my state for join in a tournament or watch a demonstration just to get the card, because here is a big country, but he knows perfectly how to play because we play WoW TCG in MWS. We all wish that WoW TCG grow a lot here, but i don't know what do to help him. What should i do to help him?
