Unintentionally Marked Sleeves

This situation came up at a local tournament that I was playing in recently:

Billy is using Player's Choice YGO sleeves; anyone who's used the same brand can tell you that they become dirty and actually begin to conform to the card like shrink wrap after being used for too long. During a match, Billy's opponent Joey points out that the sleeves are essentially marked because they're so worn and damaged; after speaking to Billy about the problem, it's clear that he had no idea that the cards could be differentiated by looking at the back of the sleeves and that it was just the result of neglect.

The judge decides not to issue any official penalties to Billy due to the combination of this being a local tournament and the fact that Billy's intentions are obviously not to cheat. The problem now is that since the situation has been pointed out with examples given by the judge as sleeves being marked, Billy is now able to read the backs of his sleeves; he spent his last $5 on the tournament entry and can't afford to buy a new pack of sleeves midtournament.

What type of solution is there for this situation? Billy has unintentionally unmarked sleeves that are unplayable, but is in the middle of a tournament and can't buy replacements. He doesn't deserve an official penalty at this point, but is unable to enter into the next round compliant with tournament policies.
