What to do when a Player has 2 Numbers

I have a few players that have 2 numbers that been using both numbers at tourneys I am wandering what can I do to help stop this

Once of the players have called Ude to get the numbers combine but because of some problems (That I do not know all the detals about) he could not get them combine

I want to know if my players keep using both numbers what can be done
