Whose responsibility to declare effect?

to expand on this, whose responsibility is it to announce they are activating a choice effect? if I summon mobius do I have to announce I am using the effect, or does my opponent have to ask.
In that same sense, if I summon a gadget say nothing and then pick up my deck to search, as I search my opponent then activates Pulling the Rug, am I at fault for not stating I'm activating the effect or is my opponent at fault for not asking if I was activating the effect?
