Preparation for Draft in tournment (Urgent)

HI all
i am sorry if i post on the wrong place but i really want to know it. Since the tournment will held on Sunday
Recently, we have to hold the tournment which contain draft.
From my past experiences, we will recieved repacked boosters. All cards in the booster (re-packed) has been stamped a chop on it. There is no UDE point and no Hero(Loot) cards. I was told these chops were used to prevent cheating (exchange with their own cards).
i would like to ask is it legal to do so? And also, i would like to know if that is what we must to do.
