Does the effect of Lucius Fox is vallid for the entire game or just in the turn its effect is activated?

As an additional cost to recruit Lucius Fox, reveal another Gotham Knights character card from your hand.

Activate, return Lucius Fox to owner's hand -> Gain 1 resource point. Spend this resource point only to recruit equipment cards. Use this power only during your recruit step.

His effect only lasts for your build phase. When you finish your recuit step you no longer have resource points. Any not used are gone.
