Searchers - can they search monsters...

I was just at the local card shop where the owners are both Judges and one of them told me that there was a Judge List ruling that searchers could not search out monsters who's attack would be > 1500 once they hit the field. Is that true?

Example: Giant Rat is destroyed by battle and sent to Graveyard, owner has 5 cards in hand, and he searches and summons Enraged Muka Muka:

Giant Rat
Effect Monster (Beast / EARTH / 4 Stars / ATK 1400 / DEF 1450)
When this card is sent to the Graveyard as a result of battle, you can Special Summon 1 EARTH monster with an ATK of 1500 or less in face-up Attack Position from your Deck. Then shuffle your Deck.

Enraged Muka Muka
Effect Monster (Rock / EARTH / 5 Stars / ATK 1200 / DEF 600)
This card gains 400 ATK and DEF for each card in your hand.

Once Enraged Muka Muka would hit the field his ATK/DEF would be 3200/2600.

Is that truly not legal anymore?
 
Not directed at you Soilent, but that's the most ridiculous thing I've ever heard. The old Judges List ruling was that you couldn't retrieve a monster with indeterminate ATK value. Meaning monsters with "?" for ATK. The ATK value once the monster hits the field has nothing to do with it. And a judge should know better.
