Soul Exchange
Normal Spell
Select 1 monster your opponent controls. This turn, if you would Tribute a monster you control, Tribute the selected monster instead. You cannot conduct your Battle Phase during the turn that you activate this card.

So, this came up today against me... my opponent had no monsters on the field and I had a face-up Ryu Kokki... he activates Soul Exchange and says I have to tribute my Kokki for his tribute set but I argued that he had to have a monster to tribute in the first place... since the effect says "if you would Tribute a monster you control" but he didn't control any monsters when he activated it.

Doesn't the player who activates Soul Exchange have to have a monster that he controls to activate Soul Exchange? Or am I reading too much into it?

It's a case of "we just don't know how to word this properly". Its "if you would Tribute a monster you control" means that you can't use Soul Exchange to just randomly Tribute an opponent's monster for no reason. It needs to be a case whereby you would ordinarily Tribute a monster of yours anyway.

Your opponent was correct. By him activating Soul Exchange, a monster of yours is assumed to be in, for want of a better term, his resource pool. That is, he can Tribute your monster just as easily as if it were one of his own, BUT he is not considered to control it, it's not on his side of the field, etc. You can still Tribute it too, if you're quick enough and have an appropriate card.

And the player of Soul Exchange does NOT need to control a monster of their own. This isn't a substitution, it's a gathering of an extra monster for Tributing.
