You forget about the japanese meta, where royal decree is a structure deck common. The reason it is NOT restricted is because you cant get rid of it at wim, like you ALMOST can with Imperial order (imperial decree).
This reminds me of back when the enchanted javalin debate was around on realms.
As long as the chain began with X action, you may chain cards that require X action.
Player A does X
Player b responds with a card
player a does nothing
player B responds with a card that requires x
player a does...

A normalcy deck? Those can be killers. Nothing like cylandering a jinzo, because you have that kind of skill drain. Nothing like attacking through a swords, or a messanger, or not being able to be snatched :).
