No, because when "Elemental Dragon" destroyed "Masked Dragon", there is no monster with WIND attributes on the field. The WIND monster comes in play when "Masked Dragon" is already destroyed and sent to the Graveyard. By then, it too late.

Just to clarify, all of these (EXCEPT "Pinch Hopper") are NOT Graveyard Effects. Their effect activates on the field when they are Tributed. But they will still be unaffected by "Skill Drain" because they were Tributed, thus, no longer face-up in the field.
