I think that Dark Ruler continuously negates an effect. So if it destroys the Sinister it will stay in the Graveyard. Divine is a one-time-negation, at least in my eyes.... ^^ The Sinister has an optional Trigger Effect... so this effect is negated one-time and it will be able to return in...

Yep, it's considered targeting. :) It just has two targets... I also thought that an effect targeting more than one single monster isn't considered targeting, but that's not correct! O_o In case of the reaper: 1st resolve the effect and give your monster the ATK boost then after...
