Actually this deck is... far from broken, it could be beaten easily with a Politcal Pressure, or a single 5-drop Floronic Man to lock down your locations.

There's a good chance it will be there since Simon's the judge listed for Head Judging (L3 judge so he has the authority to give the L2 test), a good person to ask that question though to make sure would be Matt Villamaino (did I get extra points for spelling it right?... don't worry guys...
