I am highly anticipating this set. After a bunch of sets that didn't appeal to me at all (the last set I really liked was DCR, and I haven't bought any CRV at all), this set might actually get me to get packs again (I'm probably gonna get a box for my birthday).

I'm mostly interested in the extremely high amount of Fiend support this set creates with the Dark Realms monsters and various spell / traps that support them.

Well, since "Level Up!" states to ignore the summoning conditions, AND it works on the NOMI monsters....

This is provided, of course, the translation is correct, AND it stays that way.

This is the one that caugt my attention:

Transaction of Darkness
Trap - Normal
This card can only be activated by paying 1000 LP when your opponent activate a Normal Magic card. The effect of that Magic card becomes "Discard 1 card randomly from your opponent's hand".

Now is that the opponent of the Spell Card or the Trap Card?

The opponent of the Spell Card. It says that the effect becomes "this one", meaning "treat the Spell Card as saying this". In the case that you activated the Trap Card against your opponent's Brain Control (for example), 1 card would be randomly discarded from your hand instead of Brain Control's normal effect.

Effectively it negates the effect (not activation, though) of an opponent's Normal Spell Card by randomly discarding 1 card from your hand.

The way I read Level Tuning, you couldn't activate Horus LV8's effect, it can't attack, and it's effect will not be active for that turn. So why? Itmay ignore summoning conditions, but dang.

What's so bad about getting Horus LV8 with it? It's a 3000 ATK monster, an effective barrier against most things. Plus the "no attacking, no effect" thing seems to only last the one turn.

The worst part of the card is that your opponent gets to draw 2 cards. That's a good cost.

ROUGH translation:
Your opponent draws 2 cards. Choose a monster with [LV] in its name from your Graveyard, special summon it and ignore the summoning condition. The monster special summoned by this effect cannot attack, cannot activate its effect, and effect would not be active during that turn.

Well, the effect will NEVER activate. So, IMO, it's pretty useless.

I read it as the entire last sentence applies just to that one turn. Because if the "and effect would not be active during that turn" is self-contained, meaning the "no attack, no activate effect" bit would last forever, it wouldn't make much sense. So continuous effects on LV monsters will never work, but ignition ones will? No no, the whole last sentence just applies for that one turn.

And even if it didn't, you could always Tsukuyomi/Book of Moon it to erase its conditions. Wouldn't you want another chance to get out the best monster in the Deck you probably built for?

And if the monster couldn't do anything, why the hefty cost of the card?
