An Unfortunate Report

An Unfortunate Report requires the opponent to conduct a second battle phase, but are they required to declare an attack during that second battle phase? I wouldn't think so...

Nope. Not unless you have Volcanic Doomfire on the field (or something similar).

Just like you can enter your regular Battle Phase without declaring an attack.
