Anti Spell vs Heavy Storm or any Normal Magics?

What happens if someone actives Heavy Storm and the Oppent chains Anti-Spell?

1) Can they active anti Spell or Not since it's a Countious trap card and has to be face up on the field b4 it gets it's effect?

It is not a Continuous Trap.

However, if you were referring to Anti-Spell Fragrance, then yes, they could activate it. However, it wouldn't STOP the Storm because, like you said, it must resolve and be on the field before its effect took ... effect.
