Before the damage step

Would this be a legal play.
Player A has Cyber dragon in face up attack
Player B has no monsters on the field but has one face down spell or trap.

Player A enters battle phase and declares an attack. He asks for a response.
Player B declines.

Player A says on entering damage step I play limiter from my hand.
Player B says wait before you enter damage step I wish to play EC in the substep 2 of the battle step.

If it is (a legal play) can someone explain why?
If is not can someone explain what cards can be played in the substep 2 of the battle phase after the response window for sak but before the 1st step of the damage step.

The Battle Step
Sub-step 1: Start/Attack Declaration
Select 1 monster you control to attack with, and declare 1 of your opponent's monsters as your the monster you wish to attack.
* Turn player retains priority to respond to his own attack declaration with Spell Speed 2.
* Only one chain can be created in direct response to the attack declaration. Cards such as mirror force, Magic Cylinder, Sakuretsu armor can be activated or chained at this point
Substep 2: Before Damage Step
* Cards that doesn't needs to be activated in direct response to the attack declaration, but before the damages step can be activated here. Note at this sub step, several different chains can be created before both players agrees to enter Damage Step.
